If only the last cabin is reserved, then all the aged, pregnant ladies and unwell will have to walk ALL THE WAY TO ONE END OF THE PLATFORM just to reach this cabin.....???
To me he had good intentions but certainly did not think thoroughly on its feasibility and practicality....
So only the last paragraph made sense....
